I found here in Kolkata trying to find the guy who could write the NOC was a nightmare, when he was meant to be in the airport office he wasn&#039;t, when he was in the actual office he wasn&#039;t, it was like chasing your tail, and he wouldn&#039;t talk to anyone on the phone it had to be in person! 

So I found paying the handler was worth it as they sent people to both offices and chased the man down , expensive yes, value for money...no, but it sure did make it all easier and one less headache to worry about. 

Would I pay someone again to do it?? if I was out of the country yes, if I was here personally yeah I would chase the man down myself.

Surprisingly too the Quarantine and Animal people seem to be not corrupt at all as you found out !

Advise to all. Here is my suggestion i personally spoke to Quartine officer they said they never charge single penny or Rupees for NOc for any animal but agents are charging between 400$ to 800$. so what i advise you is obtain the address of animal quartine officer in google serach call them and ask about your doubts. they dont charge any money but since youa re going though pet travel agents. They are making profit out of your money. If you have friend or any relative in India they them to apply for NOC providing your details about Government issued veterinary certificate from the exporting country USDA document with the Annexure I/II in case of USA) 
Flight details / confirmation of the passenger&#039;s travel into India / Copy of the airway bill 
Veterinary Certificate.

Thats all then your friend can apply and send through as an attachment in an email that simple it is!

Some sites say that the health certificate needs to be valid within 10 days of travel, which means I have to get the certificate, get is USDA stamped and also get India NOC all within 10 days?? That sounds too much of a touch and go situation. I am in contact with a local Mumbai pet import agency (furryflyers.com) to help with NOC; but I do not know if all of the above can be completed in just 10 days. I saw your comments above on this thread and you do mention within 10 days....

		<description>No one is going to care if you bring in 3 dogs, but if they are small you can only take one in the cabin of the aircrat with you. I hope you can find some decent flights into India with minimal stops....you should being in Shanghai, unless you are coming into somewhere like Kolkata.</description>
