		<description>The NOC comes from the Quarantine Officer at the airport, I think you might be able to get one yourself, but I doubt it. I think that there is a secret handshake deal with a couple of customs brokers in each city and only these people can help you get it, but it cant hurt to go to the airport find Quarantine and ask them, if you cant get it directly I am sure they will have a friend who can help you.</description>
